SP Player Rules


SP (Special Participant) Rules

The SP program is in place for two reasons.  To help MCYHL teams meet their roster needs from out of town players and to allow youth that do not reside in a town with a MCYHL program to participate in youth hockey.

  1. Morris County youth shall be given priority for placement before any non county residents shall be placed.  The SP committee will make a best effort to place all youth who wish to participate in the MCYHL.
  2. Any SP entering the league shall be required to attend an evaluation tryout to enter the league.  The evaluation is required to assure that the youth may participate safely, not to rate his/her skill level.
  3. SP’s shall be assigned to league programs at a special meeting to be held after the tryout.
  4. Goalies shall be placed in a separate pool from skaters.
  5. All rostered players must either be from the participating program’s town(s) or must have gone through the SP process.
  6. Once a player has been assigned to a program, that program may continue to have that player on its rosters in consecutive, continuing years.  The program shall be expected to report to the board that they will continue using this player on their roster on an annual basis.  This is subject to both the player and the town wishing to continue this relationship. Any youth previously assigned, but not needed by a town, will be given first preference in next season’s program. The youth must apply to the SP program but need not be evaluated.
  7. Any players from a town with a program that request to play for another town must get a release from their town AND go through the SP program.  The exception to this rule is when towns join together and play as one team due to roster needs.
  8. Any player that is rostered from out of town and plays in a game without participating in the SP program shall be deemed illegal and the game shall be ruled a forfeit.
  9. During SP distribution, the SP committee shall have the final say in the placement of any player.  Players may request a program on their application, but the committee has the right to place them with a program with greater needs during the assignment process.
  10. If a player is a SP participant, then does not participate in the league the following year, that player must reenter the SP draft for a new assignment.
  11. Youth from Morris County towns whose teams have excess players may be assigned through the SP process, and will be given assignment preference. First time players in this category will need to be evaluated but not charged an evaluation fee. The town, not the player, should apply in this situation.
  12. Any player from a participating program’s territory may request an ANNUAL release from their program.  If the program grants that release, the player must go through the SP process.  The release must be presented to the SP committee.  YOU MAY NOT RELEASE A PLAYER TO ANOTHER PROGRAM DIRECTLY, THEY MUST GO THROUGH THE SP PROCESS, but the player shall receive priority for placement as county residents.  Please remember, the SP committee does not guarantee approval of any placement requests.
